Long-Term Lane Closures to Begin on I-64 in Hampton and Newport News as Express Lanes Construction Advances
HAMPTON/NEWPORT NEWS – Starting as early as Sept. 29, contractor crews with the Virginia Department of Transportation (VDOT) are scheduled to begin implementing a long-term inside lane closure on I-64 in both directions between LaSalle Avenue (exit 265) and Denbigh Boulevard (exit 250) as construction continues on the Hampton Roads Express Lanes (HREL) Newport News Segment. Crews will begin closing the inside lane on I-64 west at LaSalle Avenue, with the closure extending westbound by several hundred feet each night until reaching Denbigh Boulevard. Once the westbound work is complete, crews will cross over to I-64 east at Denbigh Boulevard and extend the inside lane closure eastbound back toward LaSalle Avenue. Crews will perform this work overnight, beginning as early as 9 p.m. and continuing until 5 a.m.
During the closures, crews will install white posts, pavement markings and technology necessary to convert the lane to an Express Lane. The lane will reopen when Express Lanes operations begin on this segment, giving solo drivers the option to use it by paying a dynamic toll, while HOV-2+ drivers can travel toll-free with an E-ZPass Flex.
To give crews adequate space to safely implement the long-term lane closure, additional temporary closures of adjacent lanes will be needed during overnight periods, beginning as early as 9 p.m. and until as late as 5 a.m. During these periods, I-64 will be reduced to two travel lanes in some locations.
Motorists should be prepared for shifting traffic patterns and changing travel impacts as the work zone progresses through the corridor. Drivers are encouraged to allow additional travel time, stay alert to changing lane configurations and follow posted signs and pavement markings.
All work is weather- and schedule-dependent; therefore, this schedule is subject to change.

Hampton Roads Express Lanes Newport News Segment
This work is part of the HREL Newport News Segment Project that spans approximately 11.5 miles on I-64, starting just east of LaSalle Avenue (exit 265) in Hampton and ending 1.2 miles west of Denbigh Boulevard in Newport News. For 10.5 miles of the segment, from just west of Jefferson Avenue (exit 255) to I-664 (exit 264), the existing HOV lane in each direction will be converted into an Express Lane, alongside the three general purpose lanes. For the last 1 mile of the segment between I-664 and LaSalle Avenue, one general purpose lane will be converted into an Express Lane in each direction, alongside two general purpose lanes.
The HREL Newport News Segment will ultimately become a part of an overall continuous 45- mile high-occupancy toll Express Lanes network on I-64, from west of Denbigh Boulevard in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake. As traffic demand continues to increase in the region, incorporating the Express Lanes dynamic tolling model, together with other interstate improvements, provides an additional approach to managing congestion in the long term and providing more travel choices and a reliable travel network for Hampton Roads motorists.
